Listed on GOV.UK as compatible software for reporting receipt of waste

Digital waste tracking software for permitted waste receiving sites

Permitted and licensed waste receiving sites in England and Wales must digitally report the controlled waste they receive. Records must generally be submitted within two working days.

Compli Digital Waste Tracking gives operators a simple way to record the required information, check it is complete and submit inbound waste receipt data directly to DEFRA through the Receipt of Waste API.

All within the same platform you use to manage your wider compliance.

All your waste site needs to manage your Digital Waste Tracking

DEFRA provides two routes for reporting waste receipts: using compatible software connected through its API, or completing and uploading its template spreadsheet.

Compli is built around the software route.

Capture the information you need within Compli, keep the record controlled and get the required inbound receipt data to DEFRA without having to repeatedly build, manage and upload submission spreadsheets.

Record inbound waste receipts

Capture the relevant waste, Duty of Care, producer, carrier, vehicle, quantity and receiving site information.

See what needs attention

Monitor submission status and identify unsuccessful submissions that need correcting or resubmitting.

Keep data consistent

Use administrator-managed lists for information such as EWC codes, materials, carriers, vehicles and sites rather than repeatedly entering the same details.

Keep a clear movement record

Retain completed inbound and outbound movements, filter information by site and date, and access the records when you need them.

Make waste returns easier

Export movement data into Excel in a structured format designed to reduce the need to re-key information when completing applicable waste returns.

Submit directly to DEFRA

Required inbound waste receipt information can be submitted through the DEFRA Receipt of Waste API.

Check before you submit

Compli validates the required DWT information and prevents a movement from being confirmed until the required information is complete.

"We had the EA come out for a compliance inspection today and they think Compli Digital is absolutely amazing! They love it! You got a lot of credit today!"

Digital Waste Tracking FAQs

What is Digital Waste Tracking?

Digital Waste Tracking (DWT) is the government's new approach to recording waste movement information digitally.

The first phase focuses on waste receiving sites. Permitted and licensed operators will be required to record information about the controlled waste they receive through the government's Report Receipt of Waste service.

The wider Digital Waste Tracking service will be introduced in phases across the waste sector.

When does Digital Waste Tracking become mandatory?

Permitted and licensed sites receiving controlled waste in England and Wales must use the Report Receipt of Waste service from 1 October 2026. Current GOV.UK guidance states that Northern Ireland and Scotland follow from 1 January 2027.

Do small waste operators need to comply with Digital Waste Tracking?

Yes, if you operate a site that is licensed or permitted to receive controlled waste and falls within the first phase of Digital Waste Tracking.

There is no general exemption simply because an operator is an SME or handles a smaller number of waste movements.

For smaller operators, the important question is therefore not whether DWT applies because of business size, but how to manage the new reporting process proportionately.

What information is required for Digital Waste Tracking?

The information required depends on the waste movement, but can include:

  • waste movement, carrier and receiver details

  • waste classification or EWC codes

  • recovery and disposal codes

  • information relating to persistent organic pollutants (POPs)

  • additional information for hazardous waste

Compli Digital Waste Tracking is designed to capture the information required for inbound waste receipts and validate required information before submission.

How quickly do waste receipts need to be reported?

For waste received in England or Wales, records must be submitted within two working days, starting on the day after the waste is received.

Does Digital Waste Tracking replace Waste Transfer Notes and waste returns?

Not yet. Current government guidance states that Waste Transfer Notes, hazardous waste consignment notes, Annex VII forms and relevant waste returns will initially continue alongside the new service.

Compli can retain movement information and export relevant data to help reduce re-keying when completing waste returns.

Digital Waste Tracking is coming. The spreadsheet doesn't have to.
